The Bhagavat says that wherever there is a manifestation of goodness, energy, power, position, status and knowledge – especially knowledge, that is automatically a manifestation of the Supreme Being. But it may be an amsha, a part and may not be a poorna avatara. It is an amsha avatara of the Supreme.
